so far the romney and ryan people have not been willing to stand up for the things that they have been espousing a long time. i think there's more pressure on paul ryan than vice president ryan. >> we will be watching your state tomorrow. thanks so much for coming on the program. >> thank you. >> let me bring susan back. you tweeted earlier today the vp debates usually don't matter. but is this one different? >> i think it is a little different. do i. you know, traditionally we pay a lot of attention to the debates. lloyd bentsen putting down dan quayle and became inaugurated as vice president that january. it was dan quayle. this time maybe a little different because this election so close. so newly close. because we have got what i have been calling momentum politics, momentum is on the republican side. can joe biden turn that around in the debate and set a better stage for the second presidential debate that we have next week in new york? >> momentum is so important. i think that -- you know, besides the fact you have two debaters who are both really pretty substantive guys, i mean,

if i were the romney/ryan campaign i would probably try to trash that reporter too. but that wasn't all that happened here. >> if you take a look at the gun laws we have, i don't think president obama is proposing more gun laws. we have strong gun laws. >> that's news too. it's especially news in light of the fact that it the nra is currently running these ads in a bunch of swing states. it's a huge ad buy too. they say chipping away at your right, chipping away at your freedom. now they are attacking our second amendment rights. you can stop them right now. defend freedom. defeat obama. that's what the ads say. but then there's paul ryan, the republican vice presidential nominee saying president obama is not proposing any attack on gun rights. he's not proposing anymore gun laws. that's true. the only gun-related changes in law we have had from president obama have been expansions of gun rights. but the republicans are not supposed to admit that. not when the nra is running this scary ad campaign saying otherwise. and not when the republicans own candidate has a gun

for paul ryan it's defending had his own record as well as mitt romney's record. they're different. as joe biden tries to remain gaffe-free and make up for the president's poor performance last week. and joining me now, democratic strategist and president of divine, and phil, republican consultant and president of new frontier strategy both whom have been debate preppers in the past. what was going through your mind when watching president obama last week? >> listen, i think as his campaign has conceded it was a tough night for the president and governor romney did well. what i was thinking they're going to have to pivot. we're at a pivot point in this campaign. a lot of the republicans who probably would have wound up with romney anyways have made the polls closer and the vice presidential debate will be an important one. >> and what would your advice be to joe biden in terms of being tougher but not too tough? what is the mix that he has to get through? he's got a pretty rich amount of material to go through because if he wants to go after the ryan budget cuts and medicare plan, n

i think what he needs to do is tie paul ryan around mitt romney's neck like a mill stone. paul ryan's policies are deadly unpopular and he's basically been allowed to kind of get away with it and paper over what he believes and what mitt romney believes. but paul ryan is just a terrible deficit for the ticket. the other thing is it is a base election. when we get to this point when we're looking at likely voters, versus registered voters, our voters are less likely to turn out. they're the young, the disadvantaged, they're the new citizens that haven't made a habit of voting. if we see an electorate like in 2008, barack obama wins. if we saw the one from 2010, he loses. so we talk about the independent swing voters all the time but i really think this is coming back down to the base for both sides. >> i think the obama team has been brilliant on the basics throughout all of this. but one of the basics they can't get away from is the 47% video. i mean, that is who mitt romney is, and i don't think they can allow him to escape these comments. he said these comments behind cl

the ryan campaign and romney campaign knows this is coming and looking at romney's performance, it was glib, superficially appealing. he was able to dance around not providing details so i don't know exactly how they do it. i just -- i have a kind of hunch that, you know, they'll find something that paul ryan can say that will, you know, that will get around the criticism that biden's going to come in with. >> on the lowering expectations front, the president came out said and he thinks joe biden is going to be terrific. surprisingly, they're not lowering expectations and i think trying to pump people up a little bit. you could not think of two different sort of political characters than joe biden and barack obama. obama's the deep thinker, the weary warrior. you have the sense in the first debate he didn't want to be there and shouldn't have to go through this. joe biden, on the other hand, i think he loves and embraces the political combat. i think he enjoys it and makes a big difference when you feel like the person on the stage is having fun. >> yeah. >> that makes a huge differenc

paul ryan, bless his heart, has a harder time lying than mitt romney does. he actually believes in what he has to say which is a fault in some politicians but hopefully he will be able to talk about the issues if he accurately reflects the issues that he and mitt romney can agree on. at least up until recently i think that could be a win for democrats. >> doesn't that really put ryan in a bind, tad, where he has to try and defend the top of his ticket but at the same time protect his own future if, in fact, he's not elected vice president? >> yeah, i think it's very difficult for congressman ryan. he's going to have to lie about two sets of records, not just one. the truth is that the ryan plan, the proposal was being attacked before it was picked. after it was picked, romney affirmed that he would go along with it which includes turning medicare into a voucher program, cuts in education, cuts across the board. if ryan is going to run away from that, i think he's going to have a hard time. joe biden understands these policies. i think he's going to confront
